Unit Description:
The Finance team supporting the division is a shared services unit that provides oversight and management of resources for a complex university division which includes an annual operation of $140 million in multiple funding sources (state appropriations, student fees, auxiliaries/receipts, gifts, and grants), 600 professional staff and faculty, over 2,000 temporary and student staff, and over 50 departments. The Finance team oversees all budget, finance, and student biweekly payroll functions for the division.

Essential Job Duties

The Finance and Budget Manager I will serve in a lead role for the Division of Academic and Student Affairs central finance unit. This position serves as the primary backup to the Assistant Vice Chancellor for Finance on all budget and financial matters.

Primary duties include:
  • Provide oversight and support in execution of the division level budget for all funding sources
  • Provide advisement on budget and financial matters to division leadership including Directors and Senior Level Officers
  • Serve as a division-level contact on all budget and financial inquiries when Assistant Vice Chancellor is unavailable
  • Perform analysis of budgets and expenditures for multiple funding sources
  • Prepare budgets for review; provide both short-term and long-range budget plan and projections
  • Evaluate methodologies used in preparation of budget; make recommendations for changes and modify methods as appropriate
  • Design tracking and reporting tools and methods
  • Review and approve budget revisions and changes
  • Troubleshoot errors and inconsistencies in the budget and provide recommendations for program improvements
  • Manage and oversee division and university level cost allocations
  • Provide budget and financial support for the division’s development and fundraising activities
  • Oversee and manage salary budget and allocations for the division; reconcile division payroll and process redistributions as needed
  • Direct supervision of a team of three permanent staff members
  • Provide leadership and advisement to the Finance team and division Business Support Staff
  • The Finance and Budget Manager will directly supervise a team of three permanent staff members.

Minimum Education and Experience

Bachelor’s degree (or higher) in a business or public administration related field from an accredited university, plus a minimum of 5 years of progressively responsible business and management experience in a higher education or related setting; or equivalent combination of training and experience. 

Other Required Qualifications

  • The successful candidate will possess a wide range of business management knowledge in a large university environment: academic operations, auxiliary operations, management of student fees and other receipts, fund accounting principles, development and fundraising funding, grants management, human resources and payroll, budget and financial analysis and management, enterprise management systems and other relevant systems and tools.
  • Ability to analyze issues and recommend defendable solutions where no precedent exists
  • Advanced knowledge of Microsoft Excel and Google Sheets
  • Expert knowledge of PeopleSoft Financials or similar software
