Position Summary/Purpose of Position:
UMD is seeking a dynamic individual with strong people and process skills who can successfully provide hands-on leadership, oversight and support to assigned Procurement staff who handle non-Construction, non-facilities based commodities and services categories. The role includes managing assigned resources to collaborate with end users to optimize the procurement process while ensuring compliance to policy, procedures, State of Maryland regulations, and applicable Federal regulations. The staff are expected to demonstrate competencies in all aspects of category management and contract administration including developing effective solicitations for their assigned categories in support of campus needs, providing oversight to the technical evaluation of proposals from suppliers, making award recommendations, negotiating contracts to completion and fully managing the pre-award and post-award processes related to procurement contracts.
As a coach/player this role is responsible for personnel management of a team of six people and is expected to serve as a mentor to staff, providing guidance when needed, working with staff to enhance skill sets, to work with the members of the team to develop training and growth plans for each person and follow up on progress to ensure a well skilled, knowledgeable, competent and confident team. Goal setting for individuals and the team is an expectation for this individual as is working to keep the team motivated and energized about the importance of the work performed. Monitoring team performance and putting measures in place to balance workloads and assignments while keeping upper management informed is also expected.
This position will provide feedback to senior management regarding the University of Maryland’s procurement process and procedures and will make recommendations for process improvements and provide input in the development and maintenance of written procedures and templates leading to standard work for the team. The selected individual will have responsibility for implementing approved recommendations for improvement.
Minimum Qualifications:
EDUCATION:
Bachelor’s degree from an accredited college or university.
EXPERIENCE:
Ten (10) years of progressively responsible professional experience in procurement and contract administration for commodities and services. Cradle to grave contract management and administration of large (>$1M) commodities and services contracts for goods and services is required. Five (5) years of direct supervisory experience.
KNOWLEDGE, SKILLS and ABILITIES:
● Demonstrated personnel management skills and ability to work with a broad range of individuals
● Ability to effectively and professionally represent the Department and University in public meetings when assigned
● Ability to manage numerous complex commodities and services procurements while meeting deadlines established in milestone plans
● Strong written and verbal communication skills, with an orientation toward teamwork and collaboration
● Demonstrated ability to write procedures and process improvement skills including process mapping and root cause analysis
● Proven ability to manage upward, downward, and across the organization with the ability to work in an environment of diversity of people and perspectives
● Demonstrated organizational skills, problem solving skills, and the ability to think critically
● Ability to conduct effective negotiations for the most complex and difficult commodities & services contracts with modifications and claims, with the ability to maintain the proper degree of business equity when dealing with private industry and in seeking University management approvals
● Knowledge of higher education and/or public procurement delivery methods
● Ability to lead the University negotiation teams in negotiation process, terms and conditions, and settlement for competitively negotiated contracts and for the resolution of claims
● Project management skills
● Dispute resolution skills in negotiation, mediation, arbitration, litigation and other remedies.
Preferences:
Preferences: Masters or Bachelor’s Degree in, Business Management or related field. Professional procurement certification such as Certified Purchasing Manager (C.P.M.), Certified Professional Contracts Manager (CPCM), Certified Professional Public Officer (CPPO), and Project Management Professional (PMP) experience is desired. Background in educational, institutional , or public procurement is desired.
