The Business Office in the College of Natural Resources has ultimate financial and human resources responsibility for the College. This involves hundreds of projects and phases and management of almost all funding types totaling approximately $41 million.
Essential Job Duties
The Procurement and Accounting Manager provides leadership and oversight for the departments and units of the College of Natural Resources. This position reports to and works in conjunction with the college’s Business Officer for Finance & Human Resources and Assistant Dean for Finance and Business, and is responsible for ensuring the accurate and timely application of all accounts payable, accounts receivable, reconciliation, and reporting.
This position will lead the college community on university guidelines, policies, and procedures as it relates to procurement, receipts, and university accounting practices; apply accounting principles and practices in all fiscal functions; audit and examine conformance to policies/procedures/accounting standards in regards to all financial transactions submitted by the departments and units. Will work with the Business Officer for Finance & Human Resources and Assistant Dean for Finance and Business in developing administrative processes and providing training. This position will work closely with college units and university offices to resolve conflicts in regard to financial transactions.
The Procurement and Accounting Manager will be responsible for completing key monthly reports and leading the completion of annual reports and closeout requirements. The Procurement and Accounting Manager will serve as Lead College PCard Reconciler, monitoring PCard monthly deadline adherence in the college, specifically reconciliation and statement submittal. Serve as the overall college MarketPlace approver, Lead Travel Coordinator, reviewing all travel authorizations and reimbursements for compliance with university procedures as Campus Approver. Serve as the primary contact for all accounts payable and procurement inquiries. Oversee requests for contractual agreements, monitoring and reviewing contract portal, and advising departments and units on next steps. Review accounting forms for accuracy and compliance, as needed.
This position supports the efforts of the Business Officer for Finance & Human Resources and Assistant Dean for Finance and Business by initiating financial transactions such as Vouchers, Actuals Journals, and Interdepartmental Transactions as needed. Collect deposits from departments and units within the college, reviewing deposits for accuracy and compliance.
Work in tangent with the Business Officer for Finance & Human Resources and/or Assistant Dean for Finance and Business in Security Access Requests and reports. Work closely with the Budget and Finance Manager and Foundations Accountant on matters that impact fund budgets and cash balances.
Other Responsibilities
- Serve as back-up to accountant specializing in service center agreements, which requires preparing testing service agreements, professional use, and lab use agreements.
- Support the Budget and Finance Manager in budget management efforts by creating project phases, initiating/modifying Chartfield requests, and Budget Journals.
- This position is integral to the continuity of operations during personnel transitions; therefore, this position must demonstrate the ability to perform financial and position funding functions at all levels. May be required to initiate financial transactions, including vouchers, requisitions, journal vouchers, salary distribution changes, travel authorizations, and reimbursements.
- May oversee a team of part-time professional staff.
- May be assigned special projects by the college or university.
- Other duties as assigned.
Minimum Education and Experience
Require post-baccalaureate credentials plus 1-2 years experience; a bachelor’s degree and 2-4 years experience may be substituted for the advanced degree on an exceptional basis.

Preferred Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration or related Business area.
- Experience working in higher education or governmental environments.
- Experience with processing transactions in PeopleSoft Financials, or similar financial software.
- Knowledge of Wolfpack Reporting System, and Google Applications preferred.
